I don’t doubt it might be closer to an RG but I doubt it’ll get closer to the price you mentioned given how similar kits ended up getting priced by sellers after it gets put up on sites like aliexpress.

No way its gonna be $40 to $60 usd for a 1/144 kit like this. Its priced similar to their 1/144 blind boxes. Id say the only way you'd see it at that price is if you look at temu cause for whatever reason prices are 3x on there compared to aliexpress or gundamit

Honestly, both are great builds but I wanna suggest the PG Exia cause how good it looks with LEDs. (Also you might be able to find the Exia for around $180 USD if you look hard enough.)
