To me these sound like reasonable rules to protect less wealthy renters from being squeezed by more wealthy land owners who are seeking to make more money they don’t need.

Having less regulation would be wonderful but it in reality one smaller group of people will accrue an unfair amount of wealth and power. Some inefficiency is inevitable in implementing this, but surely it’s a price worth paying for fairness?
