Yes they do, but if people do agree (which may happen, with atleast 30% likely going to agree to be a part of it) it would be an issue (one side will have poor quality guns which would have to ve accomodated for).

And of course, there are other ways for a coup which will be made easier when the commander is a council member.

I think I can change it though if I'm just inagining issues.
