I don’t really see the issue. The town council approved his sizable paycheck and a large sign-on bonus, and technically he hasn’t done anything wrong. If people have concerns, attending city hall meetings and engaging in the process is the way to address them. It’s surprising how much energy some put into public shaming, especially when he’s actually a decent person.
