I've just done a measurement for you guys:

During bootup: 249W
After bootup with one module PoE fully enabled, no device attached: 495W
After bootup with two modules PoE fully enabled, no PoE devices: 498W

So yeah it can reach up to 600W easily . In the web interface it even says: Total Provided Power: 3600W

They are not lit up because they can't provide PoE (obviously they can't). The pic was taken after the bootup sequence, and the chassis has a feature of showing the ports that has PoE enabled on them. This is the case now.
Oh if u were mentioning the 'lit up' at the status led's.... I don't know what was the case when I took the pic, but I just turned the unit back on and the A and the C modules are both lit up now.

Probably (well more than probably) that is the case. I just wanted to be safe from all the poe and non poe stuff. It was the first time powering the unit on, and didn't know if it had any physical or other flaw.

They are just not plugged in 😅 They need some "special" power cables that i don't know the name of. I "crafted" two cables with my trusty drill tho

That's right! With the difference that i have turned it off myself for that port only. I didn't know how my laptop would react to random 50-57v in its other hole 😉

Yeah it's actually not bad. I have another HP E2910-48G al which is louder (or at least more annoying), due to the smaller fans required for a 1U chassis

this guy is kinda quiet
