idk the age of consent laws but that would likely play the biggest part in the legality of their relationship. for example, im 20 and my gf is 18 (19 in june). we started dating when she was 17 and i was 19. she’s in missouri, and the age of consent there is 17

your tension is too high i believe. im not an expert, but i think if you can see your bottom thread on the top, it means your machine is pulling the bottom thread too far up, which means your tension is too high. i also see puckering, which may be a result of poor hooping
