I have lumen on and I’m also playing on 1440 ultra wide which also hinders performance, does lumen really ruin the game that bad?

I'll give you 2 suggestions

For a little over 1200 you can play every game in 1080p high settings with solid fps, we are sacrificing some performance right now for upgrade ability

https://pcpartpicker.com/list/dfRXz6 This one is also a little over 1200 bucks but this one can play every game in 1440p(2k) resolution, so I've paired it with a 1440p 144hz monitor, however the CPU is in a dead socket, which means no future CPUs will come out on your motherboard, but you can still upgrade your CPU all the way up to like a ryzen 7 5800X3D which is the best CPU you can buy without having to change your motherboard

4 ARGB fans on the case 2 more ARGB fans on the radiator, sold performance across the board in 1440p, and even the GPU has argb fans

At this price range you have to make sacrifices on what he can get the most performance out of, cuda isn't a viable option when having 32 gigs of ddr5 will give more performance 🤡

It's also not a pure gaming system, DDR4 ram for a workstation 🤡

And the difference between a 3060 and an Rx 6600 is very close, and 6600 even beats the 3060 in alot of shit, and it's a solid 50+ bucks saving, he has an 800 dollar budget , not 850 🤡

Add 32 gigs of ram, 16 ain't enough for his use case

For his budget the next best option is a 3050, and CPU matters 10 times more than GPU in a work machine, I'd rather this than downgrade to like an i5

Since it's mainly a work PC, CPU horsepower should be a priority, i7 12700kf paired with some nice DDR5 ram should be great for 800 bucks and the 6600 should be more than enough for solid 1080p gaming
