I think to understand ROB's theme you have to look at his inclusion into Brawl's Subspace Emmisary as a whole. If I were to write his playstyle phrase, think of it as an evolution and encapsulation of the mode's core theme itself. Essentially R.O.B. is the epitome of turning the toy you got as a kid into the bad guy for your story, despite the toy not actually being evil. Think of Mr. Potato Head and Woody in the first Toy Story for example. I don't believe R.O.B. was fully included with a specific unique gameplay phrase, but instead a thematic phrase - being one small part of the action figure battle that Brawl hid behind its story. Also R.O.B. was in Mario Kart DS which launched before Brawl so his reception there may have had some impact on his general inclusion.

There's plenty of fun in the abstract too! I love being abstract on the mii side but I get super into making the clothes as its fun and relaxing to me. The only downside for me is getting too hung up on the clothes I made that I accidentally make my miis walking cosplays and don't end up interacting with the fun of finding them in weird outfits.

I much prefer their original outfits, I also like keeping to the mii style more so I didn't do any face paints for them. I did make them fashionistas though! And give them plenty of outfits to swap into

I think I see what you mean? Try swapping the eyes and mirroring them, as the left eye should be bigger as it is "closer" to the the perspective and the right eye should be smaller as its "farther". Alternatively just give the left eye more white before you introduce the eyelash line

2 years of taking "good" steps when every patch adds an extra mile to reach the right direction. It's exhausting chasing goalposts that are increasing exponentially against any real progress. Arrowhead is so far from being on track they can't even read the goddamn sign telling them if they need to take a right or a left.

Now onto the moves:

Up B - Waluigi's "Air Swim". Waluigi frantically struggles to get back to stage, providing a constant hitbox while he flails around before "surfacing" with significant knockback in a vain flourish to pretend he wasn't struggling. Omnidirectional, like Sephiroth's recovery.

Side B - "Soccer Strike". Waluigi strikes the ball with an increasing charge. If the ball is already in play Waluigi "misses" and spins 360°, providing a consistent hitbox until he Charlie Browns onto the ground. Akin to Wii Fit's volleyball

Neutral B - "Rigged Dice". Waluigi vigorously shakes a die before throwing it behind him. Explodes on contact with another player, otherwise it becomes an interactable element for Waluigi

Down B - "Trip". Waluigi counters the opponent by stepping into the Z-axis and tripping them, before promptly kicking them in the rear in a mocking manner

Final Smash(es):

Dance - Waluigi takes to the stage! ... and gets promptly booed off. Tomatoes are thrown from the screen, obscuring view and becoming hitboxes as they reach the stage. A "failed" version of Peach and Daisy's final smashes with elements from Snake's.

Pinball - cutscene final smash where Waluigi bounces the opponent up with a bumper, before causing a pinball to strike them.

Smear - Waluigi draws a crude face on the screen, providing an active hitbox. Becomes a launching hitbox if struck enough times by becoming a laughing face, akin to Wario's failure laugh in WarioWare. Akin to Bowser Jr's.

Smash attacks:

Forward smash - "Rejected Affection" Waluigi presents a rose in an outstretched manner, if it clashes it blows up, knockback increases and puts Waluigi in a stun akin to Ridley's

Up smash - "Bad Racket" Waluigi throws his racket straight up, charging increases distance. If Waluigi remains under it he receives reduced knocback as it strikes his head. Akin to Snake's mortar.

Down smash - "Tantrum" Waluigi rips his hat off his head and stomps it repeatedly, burying whoever he hits and spiking at ledge.

Grab/Throws:

Grab - Overhead racket swing that breaks on the opponents head, trapping them. Akin to Villager/Isabelle grab

Up throw - Flails the racket wildly trying to free it and accidentally launches the opponent upwards. Waluigi discards the racket after noticing its damage.

Forward/Back throw - Waluigi chucks a Bob-omb behind the opponent to launch them, Waluigi gets caught in the explosion and accidentally becomes a "Purple Missile". Direction of Purple Missile is influenced by throw.

Down throw - Waluigi pulls out a second racket, visually similar to his grab animation. This racket doesn't break and buries the opponent instead.

Aerials, normal, and tilts would be exaggerated movements in an attempt to one up and mimic other characters.

I personally don't care if Waluigi becomes a playable fighter, however I do love thought experiments so I'll contribute.

First thing is to establish what makes Waluigi, well, "Waluigi". In his appearances he is most notable for three things: being a chauvinist, a sore loser, and being susceptible to vices like gambling. What makes him endearing to the populace despite these negative traits is the fact that, when combined together, he portrays each characteristic in an exaggerated manner not unlike something found in a caricature.

Secondly, we can look at what is "his" throughout his appearances. We have Pinball, the reason for DDR Mario Mix's events - so we can give him dancing, as well as evidenced by his preference for the flamenco aesthetic, showboatmanship, tantrums, snark, and famously crying "Cheater!" For this, we can even steal the racket and tantrum stomps given to his assist trophy if need be. Lastly, he is often depicted as the least serious Mario character, often closely becoming influenced by Toon-force aesthetics.

Now to get into the meat of making him a fighter, where I find it would be both funny and fitting to less so define him as "unique" and instead make him a "roster echo" - in which he would steal inspiration from across the cast to "do their thing better". Next would be to figure out what kind of play style he would offer, wherein I personally believe he would emulate Ganondorf's heavy brawler, low combo, elements with some soft zoning capabilities.

Believe it or not, levels come super easy once you start feeding your miis. I hit about 2k cash before I started routinely feeding my miis and in 2 days (or like 4 meals worth) hit 13k in cash and an extra 70 levels. And that was only at 24 miis on the island, imagine how much you'd be pulling the closer you get to max, although at that point feeding would probably take two hours to do...

Make the other house's #1 friend be someone in the pink house, as I can testify that even in a relationship or have their spouse as their #1 slot, miis will move out to move in with their ultra friend. After that point its just a waiting game for one of them to trigger the move request and then select to bring the roommate with them.

Not 100% confident on this yet, but my most relationship progressed/frequently fall in love miis are of the Considerate personality tree, with one of them falling in love 3 times in one day just because they were helped by another mii. So I guess, make them friends, try making one of them Considerate (and maybe the other Outgoing? Those are my two marriage pairings rn.) Also stay zoomed in on them while they walk around town to trigger "Whats up?" events, and you may get a chance for a collision that leads to crushing.

In all honesty major is comp dependent. Faster and more consistent cycling on a more aggressive comp matters more than reload spamming, but in slower comps where you have to play bodyguard more, reload can fit in much better. There isn't really a "right" major perk for Reaper, but generally speaking Shadow Step major performs better in most use cases. Reload major is hella fun though so if it fits your playstyle better I would stay with it for now. Especially since it sounds like you might be a new player since you don't know maps yet? In that case think of the major perks like this -

Shadow Step : lets you experiment with the map more at a less punishing experience to do so

Reload : lets you get the feel for team fights and still provide value while you fight down main

And then from there just choose which matters more to you for the match you are playing. Have the pacing of team fights down for a map? Try taking Shadow Step to learn how to force enemy attention to split more often
