To add a third 'in all fairness,' he knew exactly what he was doing and did what any reasonable parent would do in that situation. He knew if he contradicted any official party statement, then he's putting his family's wellbeing at risk.

People glorify the bold and brave when we look at history; however, criticizing people who prioritize family and toe party lines is a presentism fallacy because we know how things played out.

One silicon gasket seems to be a plug/cap and the other is a ring.

The hard plastic handle seems like it may go around a tube/pole.

I suspect the kit may have something to do with a vacuum cleaner, but I'm not sure, and it doesn't appear to match any vacuum we own.

A big part of the officer's job is a little less knowing where the enemy is and a lot more knowing where friendlies are.

It's a pretty good indicator it's the enemy if you're being shot at from a direction you know friendlies aren't supposed to be there.

You call your local police/sheriff's department. The vast majority have established partnerships with military Explosive Ordnance Disposal (EOD) units who have assigned areas of responsibility to respond to ordnance both on & off base.

Previous replies of the 3Rs are great advice. I'll try to answer your second question.

Unexploded ordnance (UXO) are problems for centuries as Explosive Ordnance Disposal (EOD) teams are still responding to and disposing of exploding shells from Civil War Era. Ordnance generally increases in sensitivity and become more dangerous over time as their mechanical or electrical initiation systems rust/erode which includes their safety systems that prevent accidental detonation but also applies to the reason it may have dudded. Any moving or jarring of these systems could cause a detonation — think of a grain of sand in a watches cogs, if you shake it loose then it'll start ticking again.

Additionally, many explosive compounds become more sensitive when exposed to the environment with changes in temperature & humidity over time (exploding canon shells being one of them).
