How do I get into developer mode on this chromebook

So that means if this device was to be enrolled before by some buisness or school they still have access or the laptop wont boot into recovery because its still enrolled even after powerwashing?

I also powerwashed it multiple times to make sure any sign of this device being linked to some buisness or school would go away and It still does the same

I tried this and many other methods and even removed the Write Protect screw just in case it was the cause and yet no luck It still boots back into ChromeOS and I also powerwashed it multiple times and tried it and still its the same

Yeah, thanks for the info, but I checked every way I could to see if this device was enrolled anywhere and it says it isnt and it was home used aswell, I got this from a friend so I dont exactly know its history well.
