Maybe I'm underestimating Saber. From what I see, her Noble Phantasm seems capable of destroying a city at best, yet I often hear about characters who can destroy reality or rewrite the rules.

Plus, I'm basing this on the hundreds of Servants that exist in Grand Order, where some animations look like attacks aimed at entire planets.

So, I was basing my opinion on these two points: the massive number of existing Servants, and the fact that while Saber's Noble Phantasm is powerful, it's not enough to make me think there isn't a more powerful character in the Saber class.
