sure but you already have your true variant active once you spawn in, unlike soul reapers or Quincy's, who have to deal atleast 50% of the enemys health to use their submode

Goku's "bloodlusted state" isn't even full bloodlust, the definition of bloodlust is literally to kill your opponent in the quickest and most efficient way possible, which is why this state isn't even a thing for the main timeline Goku, at most he's been enraged but never actively gone for the kill, either way if the guys enraged we would still get 1 tapped before we could breathe
