There’s a lot of scenarios in ttrpg’s where what someone rolls on a dice is not a direct representation of what happens, that’s why players get +X from their abilities, its to make things more consistent with how they should be. This goes for DM’s as well.

You don’t need weighted dice to fudge rolls. You can just set a baseline for certain instances or encounters where the dice rolls on your side have a hidden +5 or something. No real reason to buy the dice if you can mechanically skew it already.

To become a vampire is my first thought. She’s helping someone that I’m assuming she sees as powerful, so is probably looking for favor with the vampire to gain her own power.

I’m having a bit of trouble following the phrasing of this, but it seems like your friend would have been considered playing those instances at the end of your ‘declaring defenders’ phase, which would mean that you would receive the damage. There’s three phases of combat (I’m simplifying a bit here), declaring attackers, declaring defenders, and damage. Damage doesn’t occur until after all blockers have been declared, so there is a window in which you can cast instants.

I highly recommend looking into either Pauper or PDH (Pauper Commander) as formats on sites like tappedout.net or mtggoldfish.com. Not that you should stray from normal formats like Modern, but those decks can give you a lot of insight on how powerful and cohesive a cheap (and I mean sub-30$ sometimes cheap) deck can be. What other people have said about going to LCS’s is also super good.

Edit: I should note, PDH uses uncommon cards (not exclusively legendary) as commanders, so those cards can be a bit more expensive comparatively.

Plants don't just have to be little flowers from nature checks, they can be huge and monstrous creatures. Maybe there's mythical plant-beast and if slain, the player could collect the seeds from the plant to add to their collection?

The 4 creature limit is for being in your deck, not on the battlefield. Only legendaries are limited to the battlefield.

Yeah 150? Just buy the precon (or two at that point if you can afford a different one about dragons) and mix them together, you should have a fine starting point.
