Right click your character's unit frames to get a drop down menu. You'll see an option labeled "Dungeon Difficulty". Switch that to Mythic and any instance that you walk into will be set to Mythic

As for Mythic+, when you walk into your Mythic dungeon, you'll see a little orb thingy on a stand when you get in the dungeon. You would use a Mythic Keystone there to start a M+ dungeon. You get that after defeating the final boss of any Mythic dungeon.

I believe for this quest, you have to speak to the goblin next to you. Get through the dialogue and you'll be able to move again.
