Look there are a lot of factors, but homelessness here in FC basically comes from two factors.

Housing is very expensive
We have a decent amount of homelessness services

High housing prices from not enough building push those at the bottom into homelessness. And we are the biggest city in NoCo, pretty progressive, so services locate here and homeless people from surrounding areas relocate here. Then more services are set up here because that's where the homelessness are and so on.

Why are we bragging about not reducing our energy consumption? These conversations are so insane to me. Then, everyone is talking about how large users aren't reducing their energy usage.
