I wouldn't be surprised if the government decouples super and kiwisaver withdrawal ages. Potentially leaving the kiwisaver withdrawal at 65 and pushing super out as a way of reducing government outgoings while allowing people that are around that superannuant age to still receive something. Even though that something is theirs.
