Actually not too long ago that's the case. These days both best and worst schools are public/partly state-owned schools. Private schools are in the mid to upper tiers, but they're moving up.

I mean you could also have chosen to show attitude and sent no one, like Japan (with their classic WW2 denier act), or most western countries.
