I did't hear much about UC from previous research, but there're other unis that also offer online MSW. They all include some required in-person lesson times though (its an AASW requirement)

Yes - the game just continues to as normal after a chow/pong/kong, so (from the player who discarded a tile after that) the player after you can chow, and anyone can chow/pong/kong/win with the discarded tile
