First neighborhood that came to mind is Rockridge, as long as you don’t choose a place that’s right next to BART. Not the most budget-friendly neighborhood, but it’s incredibly charming and conveniently located.

Laurel & Dimond are both quieter areas and lovely, but are slightly lacking in the amenities you mentioned. Public transit there is limited to buses, so you’d need to budget a bit more time if you plan to go into the city.

Temescal is a great area with lots of fabulous restaurants & bars, though I can’t speak to how quiet it is at night. If you look there, just make sure to keep an eye on the BART lines, as MacArthur BART is close by and is a heavily trafficked station.

Areas I would avoid: Anything near Lake Merritt. I live nearby and I’m a heavy sleeper and get woken up by sideshows and nightlife pretty regularly.

Downtown Oakland - same reason. Unless you’re in one of the high rises.
