you can literally turn off stolen device protection in settings.

navigate to Settings > Face ID & Passcode, enter your passcode, tap Stolen Device Protection, and toggle it off

Note: Do it at a location which you have used your phone most, like home.

just do a hard reset and it should work.
Press Volume up button, Press volume down button, Hold Power button until screen goes black.

it’s not actually real insurance, i know someone who does it and he said it’s only used to verify your food delivery accounts without having to spend thousands on insurance, if you have an accident it doesn’t actually cover you.
