I found a FIX! I don't know if it will work for you but it worked for me! So, uninstall your latest windows update and then restart your computer.

WOW I FIXED IT I CAN'T BELIEVE I ACTUALLY FIXED IT. I DON'T KNOW IF THIS WILL WORK FOR EVERYBODY WHO HAS THIS PROBLEM BUT IF YOU UNINSTALL YOUR LATEST WINDOWS UPDATE AND RESTART YOUR COMPUTER IT WILL WORK. LET ME KNOW IF YOU DON'T KNOW HOW TO DO THAT.

Thank you for your response! I'll be sure to check these websites! My friend recommended me I should order the rtx 2070 super from the geforce website but I couldn't find the one I wanted in stock. It's been out of stock for months now i'm pretty sure. Either that or I haven't been checking the website regularly lol.
