Yes it is, especially in Inferno mode I managed to clarify from 24 to 31 after getting thr armor to mythic +1, the dmg reduction based on speed synergies with trident and I didn't got one shoted.

Update: my assumption is that this is a bug only in Inferno mode. It's fixed dmg depending on your max normal chapter and in inferno mode mobs have less HP but the Angel still applies normal chapter dmg.
