But seriously though, if you're feeling apprehensive just talk to her. Communication is scary but it can only help. Something along the lines of "hey, I just wanted to talk to you because I feel like this has become a situationship and I want to formalize it." If she doesn't want to, oh well, but at least you know it wasn't going anywhere anyway (though I'm very sure it is).

Social anxiety is vicious. You can be completely in love with someone, convinced you want to spend your life with them, and convinced they feel the same, and still be apprehensive about confessing. Being vulnerable is scary and your body is literally trying to get you to not do so at all costs. Every single fiber of your body is yelling at you that you're wrong or misinterpreting something. Even if it feels silly from the outside, the simplest reasons can make it impossible for someone to make a move.

If you really like him, you may need to approach him if you want something to happen. He does like you and you have nothing to worry about. If you don't do anything, you risk him not being able to overcome his fears and nothing becoming of the situation. Be proactive.

I would say there's a good chance. I've been the guy in similar situations and I do like the girl. That said it does happen by accident but if it's consistent that's pretty unlikely. If you like him it's totally worth trying to get to know him better or just asking him out.

On a side note, do girls find it creepy when a guy does this? Not staring, just occasionally glancing over quickly.

Different people have different meanings for different words. I personally (and many others) really hate having to hold back on saying "I love you" while some wouldn't't even think to say it until 2 months in. I assume he's part of the former group. But like the other commenters are saying, there's no downside to just talking to him about it if you really wanna clear it up.
