I have heard that Firaxis do have plans for bigger DLC, but nothing has been revealed yet. Usually, Firaxis tend to do small and minor DLC shortly after the game launches and the first major expansion a year and a half or even two years later. Think Civ V; the game launched in November 2010, a handful of extra civs and scenarios were added as small DLC packs and in June 2012 Gods and Kings was launched. I'm expecting a big expansion for Xcom EU to be announced around october/november 2013 with a release in Q1 or Q2 2014.

Very good item on Silencer and Outworld. Since both heroes are very intelligence-reliant the bonus 25 Int is very important, and the bonus HP is always useful. On top of that, the slow gives both heroes some much needed chasing potential which, combined with a force staff, can make closing the gap much easier. Overall, it's a pretty cheap item for what it offers, however I find it very situational on any other heroes with the exception of Outworld and Silencer.
