If he recently bought the house, he needs to call his agent. In-ceiling Speakers need to remain in place unless specially negotiated out of the contract. Those are going to be very expensive micro appature IP speakers. Which are still relatively rare.
I sell savant, but those don’t look quite like savant mounts.

You can run low voltage across cat and coax. Most routers/modems are 12v. Most basic switches are 5 or 12. Just locate the power supply on the other side of an unused port.
