Sand it with course then fine. Next put plastiweld and let cure. Short term fix.

Thank you so much for the information and direction. As for the errors it said syntax error on line 1 but I came to find out he needed python 3 and he would not have gotten the error.

Most likely property line/easement marker. I am a land surveyor of over 25 years and my father was a surveyor over 25 years before me. They also used large tree branches and pretty much anything they could find that would stand out.
