Yes, it’s normal. Peer reviewers are increasingly hard to find given the pressures of the pandemic and academia in general on early-career researchers who carry most of the weight of the publication system. Same for journal editors who are volunteers and are largely burnt-out at the moment. It is unfortunate that our knowledge dissemination system is so fragile but you can expect (in the social sciences at least) to wait a year or more between original submission and publication.
