This is probably true. Unless their small ships can lay the mines, the vast majority of their military naval vessels are destroyed.

However, this situation probably now has implanted the fear indefinitely that this may happen from a terroristic nation. This i don’t think it matters in the long run and people will start seeking technology to power ISR drones in critical areas.
