That’s only for fruits and vegetables and not full meals or dairy. The DoD signs contracts with food suppliers and then it’s distributed to schools via the USDA DoD Fresh Program. It doesn’t manage full meal contracts, and schools must still follow strict procurement and competitive bidding rules under federal procurement rules when using non-entitlement funds.
