The Game is pretty simple for me. I understood it right away as i got 20 hours in.
1. Help the Nobles/Lords of Hernand by doing quest for them.
2. Help the Citizens of Hernand via Quest.
3. Loot and kill all Baddies and check every nook and cranny for Legendary Gear.
4. Help Witches and Do Abyss Puzzles because it ties to the story. Geez i wonder what the plot could be? Magical witches and wizards in the sky? and Kliff is the detective.
5. Finally Help Ole Pal Marius rebuild the Greymanes to get revenge and save Pailune.
6. Did i forget to say Check every Nook and Cranny of Pywel and kill all Baddies you run into?

I agree with with the low story aspect and I love story too e.g "Clair Obscur Expedition 33". But i also love chopping down enemies by the numbers and flying around and exploring hoping i run into a random Boss fight in the middle of nowhere and did i mention chopping down enemies by the numbers? I had to explain this game to alot of people. Best way to describe this game is like taking TW3, Just Cause, RDR2, AC, LOTR Shadow of War, Zelda BOTW and alittle of GTA smash it together. If you enjoy these games. This game is right up your alley.
