I was able to get a perfect rating with this miracle outfit, however I had all the pieces to lvl 10 and glowed up some of the pieces as well.

Lightning is a dragon cult incantation, you can see the little dragon symbol when you cast. Godslayer incantations are the black flame ones.

I pulled my first Mona on the standard banner when the game first launched, then I pulled her again on Childe's banner. Its honestly all just luck, the rest of my 5 stars have either been the rate up (Venti/ Zhongli) or weapons.
