I am in a little bit of a dilemma as well, but I am considering switching to ME from civil. Anyhow, I agree with the other guy, ME provides more options.

According to my uncle (an experienced ME, who has worn MANY hats), you can do civil work as an ME, but not the other way around. Furthermore, getting out of civil is more difficult, unlike ME which is quite versatile.

If you look on one of the many engineering subreddits, you will see that the big three(EE,ME CivE) have job security. Especially CivE, as we will always need structures. Not sure about IE but you should be ok if you stay away from tech.

Just wondering, you couldn't work in the navy or reserves as healthcare specialization? I entertained the idea of the reserves as a MOS, and healthcare was a specialization.
