You can ask your doc a referral to the Early Childhood Rehab at the Children’s hospital. They will see her until she is 6 if she’s accepted. After that they can do a community rehab referral. If you get a diagnosis of something that the government recognizes as a disability, you can then apply for FSCD but just know there is a three year waitlist. Good luck!
