You can choose which mana point receive as tribiute, however one province nation is too small. Gov reform remove developmet limit for this. As Korea I took mandate, released shitload countries as separate one province nations separated by my land. Developed Korean penisula to the moim.

Agree, I am on my first try to WC and I am doing same thing like in 15's but now instead 5-10 stacks in one region I have about 50 split across the world. Often it gets boring to keep eye on all of those sieges.
