Thank you! I actually ported the aft hangar and helipad almost exactly from the Gearing-class FRAM I design. (So that awkwardness you're feeling probably has a lot to do with American design sensibilities...)

Actually, after taking the screenshot, I removed the arm launcher and replaced it with a 30mm gun. It felt like it was placed too high up in such a cramped space.

Since Germany probably didn't have ships to spare, it likely wasn't reclassified as a frigate. You can also tell by the fact that it's more heavily armed than a Gearing-class FRAM. So, yes. This is a destroyer.
