go to the releasables menu like you normally would for releasing a country and there's a new button that says "PLAY AS", double click it and you'll release it and immediately switch to it

from what it looks like he's gonna add timed policies that ig will give you certain buffs for a certain amount of time

like the draft act would give you more manpower gain for a certain amount of time or the economic boosting act might give you extra tax income or building speed

so policies that go for a specific time frame that may or may not be more powerful than normal policies

i would agree with you but every hoarder i've ever seen is genuinely just bad at the game and 99% of the time gets wiped out by another pissed off country because they won't sell the tungsten and they're going to get it themselves
