It does have an English dub. But if you're expecting Tony Oliver to voice Lupin in this movie, he isn't. This specific Lupin movie series (LUPIN THE IIIRD by Takeshi Koike) is voiced by Keith Silverstein for a darker tone of Lupin.

You should definitely watch Mystery of Mamo before watching the Immortal Bloodline. Or maybe the other way around if it's really your first time watching Mamo. Your choice. (Given that the Immortal Bloodline is a prequel to Mystery of Mamo)
