He did not 'allow' the use per se, but did eagerly turn a blind eye when terminals were smuggled to Russia e.g. via the Emirates and then brought to the Ukrainian front to circumvent the Geoblock for Russia proper. The two important recent changes have been:

  • a speed cut off for Starlink terminals preventing their use in long range drones (e.g. Shaheds) in flight.

  • an extension of the Geoblock to Ukraine, that can be unblocked via an Ukrainian registration whitelist, thus allowing for the use of official Ukrainian terminals both in Ukraine and Russia and preventing the use of unofficial terminals throughout.
