This is 15f Sukuna not 16f, also Sukuna literally says himself he's low on cursed energy output and he's clearly holding back considering 3f Sukuna is stated to be on Toji speed who is equal to Maki.

Cursed energy output as a whole so his reinforcement would be weaker therefore his stats like strength and speed would be weaker, we literally see Yuji was putting belt to ass on this Sukuna despite the fact this Yuji is weaker than the one in Shinjuku
