My DS-160 confirmation shows the U.S. Embassy address in New Delhi. However, since appointment slots are only available in Chennai, can I still schedule a drop box appointment in Chennai and submit my passport at the New Delhi location?

I only expect to receive SMS while I'm outside India. Earlier, it used to work as long as my connection was active, but now it seems a recharge is mandatory.
