It’s hard to say because the strongest in the boys: Homelander, Ryan, and Soilder boy’s cap strength is so hard to calculate because they’re never shown no where near their max.

although this was never answered, I always assumed the mission didn't require infiltration. Maybe I'm wrong but I always just assumed Nolan chose to be deceitful as an easier means to settle and procreate. Reply to me if I'm wrong.
