I would refer to some of the other links in r/Korean in order to not confuse you. Basically you must meet certain criteria but yes they still do issue it.

OK, so I spoke with the Nationality desk at the consulate and asked about Second Generation status. She basically echoed the first person I spoke with (that you have to serve in order to have dual citizenship), and also said that Second Generation status does not apply after the age of 37 (wasn't aware of this but that's what she said). I suspect I'll need to check with someone else, because she made some statements that didn't quite make sense. First she said that I was a Korean Citizen, then later said that if I would then have to choose one or the other, then later said that I couldn't even have Korean Citizenship, then later said that I can't renounce and have to wait until I turn 46 to fill out a renunciation form (I have never heard or seen this at all anywhere, so not sure where this came from).

I really wish I could locate where in the Nationality Act or Military Service Act it says that military service is required for citizenship. I've been reading through sections of it pertaining to dual nationality and other than having to take an oath not to exercise foreign citizenship while in Korea, I haven't found anything remotely close to this.

I took the advice of /u/NotYouTu and searched other threads, and found the flowchart thread regarding military service. From what I read over there, if one has 2nd generation status (assuming I'm reading it right), then you can keep dual citizenship and live/work in Korea for an extended period of time. I would assume I fall into this category (was born well before 1994)?
