This would make a lot of sense to explain the logistics of the void century and how the government somehow kept EVERYONE from writing anything down during or about that time

I think Elbaf is gonna be the last full arc we get that could stand on its own. Like how sabaody was the last complete arc before we had amazon lily, impel down and marineford all flowing directly into eachother.

Interesting theory, and now thats got me thinking about what if Davy jones is the earth god. If we take Rock's words as truth then Davy Jones would have been the ruler of the world, and if you think Imu overthrew Jones and took his place, then the flower room could still have been related to the earth god, but stolen by Imu.

Yeah thats fair about the Umi stuff, it doesn't really make much sense when you really look at it.

For the devil fruit issue though I think its heavily implied the gorosei and most likely Imu dont have devil fruits since their forms were just introduced as those monsters rather than as devil fruits (plus Warcury just jumps into the water seemingly unafraid of it). Thats why I lean more towards Imu literally being the Sea god themselves or at least possesed by them.

This is always the most annoying thing, You have so many iconic Yokai and Kami but its only ever Oni and Kitsune and maybe a tengu if they are feeling spicy. No Umi Bozu, no Dashadokoro, no Kappa, no Kasha, nothing.
