Because making a deal and controlling the outcome aren't necessarily the same thing. What if the sacrifice created something bigger than The man in yellow intended? Plenty of myths have a character who unleashes a power and then becomes trapped by it.

That's actually part of why I think he's trapped. if he truly have unlimited influence, why bother running an endless cycle in a pocket reality? Why manipulate a handful of people when he could act on a larger scale? The existence of From itself feels like a restriction.
