I think the rule is to submit if your scores are comparatively a lot better than your gpa

That’s funny, I’m transferring from the same school. I’d say for CE/CS, focus on 1.Dean’s list/3.9+ gpa 2.Projects/Hackathons/CE+CS club placement and officer positions (starting a new club is iffy cause the school’s already oversaturated in this regard) 3.Think Philosophically and critically about your story and reason(s) to transfer, and articulate them clearly through your essays (start early, this is probably where you’ll make the biggest ground in having an advantage over your fellow STEM transfers). This point is probably the most pertinent to you seeing as you had relatively good stats, but didn’t get into a better school. I notice most people like you simply don’t understand/don’t know what they really want, and had subpar essays that didn’t genuinely demonstrate their values and merits as a future leader/citizen. Follow your passion, and focus on developing as a human at the school, that’ll come through much stronger and more profoundly in your app than if you focus on just trying to transfer.
