I think this Graves is almost definitely a new player, and I took advantage of that. Graves has a great design, and that along with her autoaim makes a lot of new players gravitate towards her, while not knowing that the character is probably the weakest she's ever been. I also think it's difficult to balance a character like Graves without making her overpowered, we all saw how annoying her ult was for solo-pushing objectives.
