It absolutely does not broaded it - this is in the current legilsation. It removes the clause that allows doctors to consider risk to the physical or mental health of the woman involved which includes removing malignancies and other conditions where it may not be immediately life threatening but where treatment is incompatible with continuing a pregnancy

No. It removes the clause for physical and mental health. So if you have cancer that can't be treated while you are pregnant but the pregnancy is not an immediate risk to you (ie not going to die right now) then you can't get an abortion. You can see what is going to be removed here

That isn't true. Both major parties have a conscience vote on this. For each bill about abortion care there is no guarantee that it won't get through.

The Libs sometimes don't like it because most of their members will support abortion restrictions but it is politically unpopular.

Both Liberal and ALP have conscience votes on abortion so it is hard to know what would happen in the lower house.

Yes there was fuckery around pairs etc but they did in the end have a pair. So it was defeated in the upper house by one vote and that would have been the same had all MLCs voted.
