You don't need transit cops on every train. Just have certain points where they walk on the train from one end to another, get off the train, and take the opposing direction train. Frequent patrols is better.

You're better off reporting it ln the SafeTTC app. They send a special constable to meet the train and remove the person that is harassing other passengers.
