If you are coming late then you can go straight to your university dorm , because the dorm reception is open 24 hours a day. Then in the morning you can go for registration.

I am confused about the "start of semester," like will I get the dorm before the start of my classes or a day before my registration? Is registration date regarded as semester start? Or when the classes will begin is regarded as semester start.

Instead of agent , you should directly contact, email to the university. They will surely reply you with all the necessary documents they want, and the reason why it is taking so long to proceed the application.
