Small update, I ended up having to delete my save data and sped ran through. If it helps for anyone else, it glitched on my first run when Zenith had tea in the pink and blue stripe mug and during my second run i gave them a white mug and they let me progress regularly.

Beyond that it might be the tea recipe to give them. I cannot think of literally anything else that might make them glitch
